Observation

A staff chased then grabbed a 6 year old child by an arm (bicep area), then pulled the child toward her and grabbed the other arm (bicep area), then pulled the child's face to a couple of inches from the staff's face yelling at the child and shaking the child. Another staff saw this, and told the staff who was out of control to let go of the child. The observing staff told the staff who was restraining to let go of the child 3 times before the staff finally let go of the child.
